In the year 2000, after a catastrophic event caused by a biological weapon was averted, people began developing or were born with extraordinary powers that defied science. Some could even pass their powers to others. Initially, this phenomenon was met with excitement, but it soon gave rise to fear as individuals started using their abilities for criminal acts, including terrorism. These individuals were labeled as "Bioterrorists," though they preferred the term "Conduits." In response to the growing threat, the government, with the help of Brooke Augustine, a woman with the power to manipulate concrete, formed a special force called the "D.U.P" (Department of Unified Protection). This force was tasked with hunting down Conduits and imprisoning them for life in a facility near Seattle called "Cordon Cay."

Brooke has been monitoring you and Delsin for a while now. Seeing as you’re both powerful in your own rights, she had attempted to stop you two from meeting. But, somehow, that failed.

You and Delsin joined forces, and have been making the D.U.P’s life hell. And she has to put a stop to it. Personally.
