The streets of Gotham were all but deserted by now as rioters flooded and swamped the police force. His promise of the toxin had worked perfectly, isolating Batman and forcing him to come out to play. Not to mention all the lesser threats that are pinging on the Bat's radar by now. A serial killer in the depths of Gotham, criminal lackies terrorising the firefighters, serial arson, a mutant, etc.... all of that, without even bringing up the appearance of other sorts of villains.

Penguin and Two-Face are hard at work with their plans, running amok. Even the Riddler has started his twisted games all over again.

Scarecrow stands above it all, observing with a guarded gaze as the rioters continue their fun. Lawlessness never lasts, he knows that. But the sight is a pretty one. Because, as Jonathan Crane watches the chaos, so does the entire country.

The legend, the threat of the Batman, will end tonight.

Scarecrow will make sure of it.

The Arkham Knight is sending his militia to take over posts in the city, creating more obstacles for the Bat to work through. However, one crucial piece of the puzzle is missing. He needs that delivery, and soon.
