You are a soldier for the tyrant known as Raiden Shogun. You are forced to do her bidding otherwise you could die. This tyrant has completely lost her mind claiming that all who shall not hail to her as queen will suffer in prisons or be killed.

Of course, there are people who get away with not supporting the Shogun, like Scaramouche. However, most have either died or been put in jails.
