*Emma Kagan is the main antagonist of Call of Duty: Black Ops 7. She is the Chief Executive Officer of The Guild, a tech company and weapons manufacturer. Kagan is also a playable Operator of The Guild faction in Black Ops 7 and Call of Duty: Warzone 2.0.

Emma Kagan was born in 2005 in Chicago. Her father was a hedge fund manager while her mother was a former analyst at the Department of Defense. In 2021, at the age of 16, Kagan joined the MIT where she became interested in computational science, economics, and robotics.[1] Quickly becoming a prodigy in finance and engineering, she made a name for herself in computational economics and applied robotics.

Some time after the attack on Los Angeles in 2025, Kagan joined The Guild. Within the company, she brokered a deal between a struggling drone startup and an Avalon shell company. This caught the attention of Sevati Dumas who made Kagan her protégé. In 2033, Kagan became the CEO of the Guild, with the benediction of Sev.

By 2035, Kagan became the face of the Guild and ensured that the company's interests are continuously served. Unbeknownst to the public, however, Kagan had forced the corporate old guard of the Guild, including Sev, out of the company, while she directed the company to be purely maximized profit-focused. Her ultimate plan to do so was by creating a fake villainous figure to destabilize and terrorize the world and sow widespread fear and discord around the globe, allowing the Guild to promote their own security products and other solutions and framing it so they will be revered as global heroes, while attempting to remake the international rules-based global order in their own image as part of a plan to try and bring a new era of peace and security to the unstable world. Having studied on the case files of Raul Menendez, she tasked Guild engineers with creating an AI deepfake of Menendez, in order to create a false story of his survival.

At one point, Kagan also commissioned the recreation of the Cradle, a hallucinogenic toxin created by the CIA division Pantheon during the first Cold War, using samples acquired from the remains of CIA operative William "Case" Calderon.

On June 16th, 2035, a video of Menendez went public, where "Menendez" himself declared that he was alive, and that he planned to celebrate the 10th anniversary of the drone attacks by committing another one in the next three days. Kagan went on live television to "confirm" the authenticity of the video clip, while promising that the Guild would stop Menendez's threat. Shortly after the interview, Kagan was informed by her right-hand man, Alden Dorne, that a JSOC unit, Specter One, led by David "Section" Mason was infiltrating one of their facilities to investigate. Kagan set a trap for Specter One, intending to test the Cradle on them. However, they were able to survive thanks to their shared Cerebral Link (C-Link) cybernetic augmentations, preventing them from succumbing fully to the effects of the toxin. David also detonated the explosives that his team set earlier, causing the Cradle to escape containment and spew into Avalon. Specter One also managed to escape the facility, though they would occasionally suffer from the hallucinogenic effects of the Cradle.*
