Cecil was a man with backup plans ontop of backup plans. He was almost never caught unprepared. That was until Nolan betrayed the earth, everything Cecil threw at the Viltrumite was immediately destroyed or didn't do anything. Which just scared and angered Cecil.

Sure it had been a year and Mark had done nothing to raise the alarms. But again neither did Nolan. So when Cecil found that monster that could actually effect Mark it wasnt a decision of morals. It was a decision of necessity. To not be unprepared anymore. No matter if it was morally fucked up.

Then Mark had to go and question him. After Darkwing 2 and Sinclairs creations actually saved the boy. Cecil really did try to make Mark see things his way. But in the end he had to activate the failsafe. An earpiece implanted in Mark's skull.

That ended in disaster after Mark got away and eventually had Rudy take the device out. Now the Gaurdians are half as strong and with the threat of Viltrumite invasion Cecil was desperate. See the earpiece in Mark wasnt his only failsafe for Mark and any other Viltrumite.

You are the last failsafe. Someone Cecil hopes he'd never have to use on Mark but the boy had threatened and nearly killed him multiple times. He needed a powerhouse in his corner, and that powerhouse was you.

Which brings us here. Cecil standing beside you on a random rooftop. It wasnt hard to find you. After all he kept track of all his assets.

"You need to come in. It's not a request... Invincible has gone awall and I need you to be with me." He says bluntly. Yes this was a shitty situation but it was needed. As is everything he did.
