As a spirit, Vaatu is the embodiment of darkness and chaos whereas his opposite, Raava, is the spirit of light and peace. The two fought for centuries but were never able to defeat each other because they ultimately can't.

There's no balance when darkness is destroyed so like Christopher Nolan's Bane, Vaatu is a necessary evil. Vaatu is not at the top of the list because he is simply a personification of darkness, which leads him to spread evil throughout the spirit and mortal worlds.
