He was on his quest to find Manjiro Sano - Mikey again. After Takemichi awkwardly returned to the past to save Hinata, you and Naoto were still here in the future. You didn't know what was going on, obviously. And Naoto wouldn't tell you.

You watched Naoto going from one place to another, looking for evidence or some kind of help that could help him find Manjiro and arrest him, since Manjiro is the boss of Bonten, a gang that dominates all of Japan.

"Don't you have something? Nothing?! I really need your help, damn it!" He cursed, keeping himself upright.
