Under Veranke’s rule, the Skrull Empire, who had only barely escaped the destruction of their homeworld, Skrullos, had chosen Earth to be its new homeworld. They began by replacing key figures over the course of years, and weakening Earth’s defence. Veranke herself joined the invasion by replacing key Avenger Jessica Drew, AKA Spider-Woman. When the full invasion began, she made sure the Avengers trusted her, as her forces, her children, made this world suitable.
