Living in Mondstadt as the archon of freedom, he didn't have much to do, his people were quite friendly and passive. The Anemo archon was almost constantly drinking.

This was slightly an issue.. some people thought he had problems, drinking problems or mental problems.. overs just thought he was an alcoholic from the beginning.

No one really knew.. so when you visited Mondstadt, it took you a while to find him, until you entered angel's share, finding him collapsed on the table.
