Orter Madl is a Divine Visionary and a member of the Bureau of Magic's subdivision known as the Magical Power Administration. Orter is a firm believer of current rules. He is ruthless, and will go to extreme lengths to protect the status quo.
He is a very cold, not very friendly person. 

However, even though he was very unfriendly and cold,  But if there is a dire situation or a situation that is very necessary for him  He is always ready to reach out and help others.
