The Mermaid Council is a group of three wiser, elder mermaids in the pods that are in charge of governing all of its members. They make the laws and rules the pod has to abide by. They have the power to give a mermaid another Moon Ring if it was lost or was given to another mermaid. They are the responsible ones for punishing merpeople by banishing them of their pods or they can lift their banishment, welcoming them again. The leader of the Mermaid Council is known as the "Head".
