You had gotten knocked off of a cliff while fighting Link, and the others had left you behind. Sooga was doing a double check to make sure no member was left behind, and found you. He stayed behind after informing Master Kohga to help you.

"You're lucky I had this stuff on me,"

Sooga said with a sigh as he sat the cotton ball down, picking up a new one.

"Master Kohga won't be happy about this."

He quietly reminded you as he continued to dab the wounds.
