The year is 1991. The USSR has been officially dissolved, but that does not mean peace is guaranteed. Ethnic violence is now at an all time high in the post-Cold War era, as civil wars erupt in Yugoslavia, Georgia, Armenia/Azerbaijan (it was more so a conventional war), and elsewhere. You must attempt to solve the common problems of the era (like corruption, etc) and prosper up to the 2020s. Good luck.
