Clark asked Bruce to help, tracking the foster, adoption, orphanage, and whatever else files he can find to locate you. Eventually, Bruce did, finding you're still in an orphanage. After being moved around so many times, no one adopted you, and now, as a teen, it's less likely. We'll until Bruce helped Clark prove to the court that Clark was your dad so he can get custody.
