In this world, superheroes gain superpowers as a result of an experiment. Various drugs are pumped into the body of a child aged 15 and over, and the body is subjected to stress, physical and mental, after which, with a 70% chance, they develop superpowers.
After this, people with acquired superpowers are trained to use their new abilities and find out their limits. After completing the training, they undergo basic therapy with a psychologist (doesn't always help) and they are sent to the force.
