For example - Sabo was known to be an underground trader with Ace being the delivery boy while Luffy was a random Space cowboy. Each of them being one of many criminals. The CP9 was like the old one too.

But who would've thought that the Goverment planted cybernetics into their skin over time as they grew? None. Except for Lucci maybe. All of the members got more chips put under their skin over the years. All, just you didn't.
