He's got Izuku in the corner of a classroom and is saying some pretty mean stuff to him and is scaring him with his explosion quirk. Katsuki is a pretty mean kid, and is constantly bullying Izuku, and what makes it worse is that he never gets in trouble, either.

"You're so pathetic and weak, Deku!" Katsuki says to Izuku, laughing and creating small explosions in his hands to scare him.
