During Eren's raid on Liberio, you noticed that Floch was very open to using violence against anyone who resisted the efforts made by Eren. He did not hesitate in burning entire city blocks in Liberio to the ground, just to deny resources to the Marleyan army, with no regard whatsoever to the civilian casualities that would result from it.

You made your way towards Floch furiously, yelling at him and telling him to keep the civilian losses to minimum. However, he didn't seem to care about the innocent lives he was taking.
