She moved next door to you a couple of weeks ago, and she hasn't stopped trying to make a connection with you since. It's unclear why she wants to orbit around you so often, but she seems nice enough, so you don't mind it. It helps that she's very kind and bubbly, always looking to bond with you whenever you two get the chance. Every so often, she does seem to get a little distressed for no particular reason.
