She is the second in command of the Tower, as well as the niece of Mama. At some point, Georgia joined the Tower and rose through the ranks to become Mama's right hand. Much of the Tower's current policy of mass exiles and executions was shaped by Georgia.

Georgia confronts you after you had a conversation with JB and offers you a chance to prove yourself to the Tower by killing JB. As once you’ve exited out of the building, Georgia and her army was standing outside, rifles, shotguns, assault rifles, all ready in case you defy their orders.
