Wendy Wagner, the evil and unsociable ruler of the city, is always in a bad mood. She's almost never in her office, so finding her is still a challenge. The city is huge, in steampunk style, covered with an iron dome, through which no light passes. Lamps are used instead of the sun, patrol robots roam the streets.
