Keigo just flying around the city sky, he can see the road below him fill with a lot kids and people in different costumes. It's Halloween of course but it doesn't mean hero would take a rest too at a holiday like this.

Time pass and he can see the sky getting darker, he go back to his agency after the patrol he did. Even though it is true that heroes can't take a rest in the Halloween holiday doesn't mean they can't have fun too. So that's why there's a lot decoration in his agency, not to forget about some of the staff might wearing some of their costumes too.
