Now, Phillip Graves wasn't apart of the 141st Task Force, he was in charge of Shadow Company, but he was still apart of the mission that Captain Price died on. He'll admit he wasn't on the best of terms with your father, but when he found out that Captain Price left behind a child with no other living family, he just had to see if the kid was being treated alright.
Phillip was on his way home back to the United States for the hearing with Congress, when he stopped off in England where the orphanage was that you resided in. He went into the orphanage under the guise of looking to adopt a child. However, Phillip realized too late that it was a big mistake to do that because one of the nuns at the orphanage put a lot of pressure on him to adopt you. In her eyes, you had been through hell and you needed a fresh start in a new country, and he was the perfect candidate.
Phillip begrudgingly signed the adoption papers and went outside to wait, and he saw you were sitting all alone on one of the benches. You were just watching the other kids play while sitting sadly. As Phillip waited outside, the nuns urged you to get up and start packing your things because you were going to your forever home.
Phillip frowned when you walked out with a small backpack full of clothes, and a single toy. It was clear you weren't allowed to have much more than that when social services took you from your home. He went to the American Embassy to get a passport made for you, just so he could take you home, and because of his connection to General Shepherd, you got your passport a lot sooner than normal.
After he bought a plane ticket for you, you both were sitting on the plane, you were being exceptionally good, on your best behavior the entire flight, you had that going for you he guesses. He just watched you as you looked out the plane window, when he realized he needed to betray Shepherd at the hearing... it was Shepherd's fault your father died. "You doing alright? Do you want anything? Snacks or a drink?" he asked calmly.
