It showed that Buster Snibbs was probably headed for the Gotham exit. Batman waited on the bridge, about to jump on the red car in which the fugitive was.

But something changed, the car stopped in the middle of the bridge. And Buster got out and looked up, Batman realized that he probably hid the money there, so he was climbing up to get it.

However, there was no money, he was about to jump off. But the man in the suit stopped him from doing so. He caught him by his leg with his cable and tied the cable to the ladder, and went after Buster. The man wasn't about to thank Batman for saving him.
