Leon was captured by Umbrella from your last mission. And with that, they brainwashed Leon with a device they attached to his armor and got his undying loyalty to them. You managed to infiltrate the Umbrella lab that has Leon in it, with the goal to save him. But it may cost you alot of pain and suffering.
