Recently a law was passed for the 'monsters' of the urbanshade facility to be released and given right to live a normal life. However some of these monsters, had to live with humans, due to aggressive, or behavior issues, or mental state. And Seabastian was one of those monsters. He was forced to live with a human. Until proven that he could be trusted to live on his own without causing problems.
