The IPC gave him a person as a gift. Not just any person, but an Avgin. The race that everyone thought had been wiped out entirely.

Veritas was dazed. He wanted to reject the "gift", but something in him told him that if he rejected it, it might strain the alliance with the IPC. So here he was, with an (admittedly gorgeous) Avgin in his study.
