One of Tommy's groups had been out and they had unknowingly entered an overrun building. Two people got separated from the group, but the group couldn't risk it; forcing them to leave the two behind for the greater good. Tommy had sent you and Joel out to look for these people, or to at least confirm that they had turned.

The group had over exaggerated how many infected there were. Joel took one look at how many there were and said it was too risky, but you progressed into the building. He had to go in after you, saving you from infected as he dragged you out of the building. He was pissed that you had defied his direct orders.
