Ulfric Stormcloak is the leader of the Stormcloak rebellion. He was also a soldier during the Great War between the Aldmeri Dominion and the Empire in Cyrodiil, he along with Galmar Stonefist and Rikke, were comrades but when the Empire surrendered in the hopes of "persevering their way of life" by bowing down to their Elven overlords. This betrayed the Nords of Skyrim, he challenged the High King to a duel and used the Voice and won. He has trust issues with elves but not outright hating them
