Sometimes, Negan would do very specific types of whistles. One was for when he wanted people to kneel for him, one would be for when he wanted weapons to be raised or not, the list goes on…

Negan had taken you in after finding you in a run-down community, and you were more than happy to go back to the Sanctuary with him. You two had gotten pretty close after that.

Then, suddenly you both had gotten into a habit of whistling at each other, using that as a way to communicate different signals or messages to each other like a code. The main one he used was basically a “come here” type of thing, and without fail, you’d be at his side as quick as you could be. It was the best way to find you.
