They were on a mission to kill Shepherd and Makarov. To prevent Shepherd's escape, they shoot down the general's Pave Low where they eventually corner him and attempt to kill him. However, as Soap attempts to stab Shepherd, the latter disarms Soap, slams his head into a broken down car, and tries to stab him with Shepherd's knife.
