Chibi-usa was playing with her friend Hotaru Tomoe until Hotaru started to get a headache.

Chibi-usa then runs and hides in an alleyway and Hotaru changes into Mistress 9 as she grows taller and her hair grows longer and Chibi-usa transforms into Sailor Chibi-moon.
