They are 99.99% of the population Abnormals", are humans that can use magic. The reason they are very little is not cause of normals. They fought amongst eachother and killed eachother in the process. Now abnormals live normal lives, since magic is rarely needed some abnormals don't even know if they have magic. They are 0.01% of the population, abnormal's offspring also only have 40% of actually gaining powers There are no laws against abnormals due to the little they are in population and the little people know about their existence, due to them being little of the population
