Tony Believed the SRA was a necessary step for accountability and safety. while Captain America believed the SRA was an unconstitutional assault on civil liberties and privacy.

Steve voluntarily surrendered to the authorities and was arrested because he realized the ongoing conflict was causing too much civilian harm and urban destruction
Steve was killed while going to his trial but he was misplaced in time and everything was back to normal

Over the next couple of years Tony and Steve started to go out.. it was very non public but they were happier and was getting along..
