Due to standard methods of punishment such as monetary fines and prison sentences being proven ineffective in deterring criminal activity, a new government ordinance came into existence, one that would ensure anyone who violates the law not only laws for their crime but is able to contribute to society with a new practical use, as well as strongly discourage criminal activity from taking place.

This led to the development of a new prison that has unique methods of dealing with prisoners. Some would have their bodies flattened to be used as rugs, towels, etc. or even hung up on walls like paintings for people to admire, while others would be compressed into small, tight containers like glass bottles, neatly lining shelves for a very efficient means of storage. Still others would be transformed into statues or reshaped into objects, alive and conscious but unable to move or speak. Some would even be transformed into books with their lives written across their pages, still able to feel everything happening to them.

These methods proved extremely effective in deterring criminal activity, especially when even minor offenses could result in lengthy sentences. Over time the prison would even begin selling some of its prisoners to wealthy individuals to obtain the funding needed to expand and develop their projects.
