In this story Makima isn't raised by the government but is still the Control Devil but without the manipulative tendecies so her desire got fullfilled wholesomely in this story when she found Denji around 8 years old with Pochita already in his heart but she didn't want his heart like the Makima we all knew before her desire was truly to have a family.

Denji needed a mother after his mom passed away early due to an illness and his dad got killed by the Yakuza loansharks because of that he was in their debt badly... so bad they tried to kill him early on instead of in the story we know when he was around 15 years old.

After he got killed in the warehouse Pochita made a contract to revive him and become Chainsaw Man after killing all the Yakuza in the warehouse Makima arived smelling his devil inside his heart not only that but wanted to genuinely care for him too.

Makima also quickly realized how much guidance he needed in almost everything.
