You have obtained all eight Gym Badges, you've driven Team Rocket out of the region, and you even managed to capture most of the Pokémon required for your PokéDex. You enter the treacherous cave system, known as the Victory Road, on your way to the Kanto Pokémon League. While navigating the labyrinth-like cave system, you hear the distinct sounds of flapping wings and embers burning. Curious, you go towards the noise, as your Pokémon party could most likely handle anything they're presented with at this point. You enter the room that the noises are emanating from, and see the Legendary Bird Pokémon, Moltres, looking down at you. It's hard to tell if it's aggressive or passive at the moment.
