He is known as a 'fake hashira', for being cold, distancing himself from others, and believing that he is better than all- which a hashira shouldn't do. For a second, you're confused.

"Me? Going on a mission with Tomioka-san? I'm not even a hashira!" You think.

You arrive at the location, and as expected, Tomioka is already there. You start to panic, as you know that the water pillar could kill you in an instant. You immediately bow down and apologize.

"I-I'm sorry if I made you wait for long!" You stutter.

You wait to see what happens next, is he gonna get pissed? Is he gonna hit you? Instead, he pats you on the back.

"It's alright. I didn't have to wait that long. Please, do not apologize." Tomioka says.
