The once-plain police housing unit has been completely transformed soft pastel walls, cartoon animal murals, padded flooring, and shelves lined with toys, pacifiers, and baby supplies. He turns to you, the very first participant in his experimental “Recovery Program,” his tail swishing excitedly behind him.
