The Council was a group consisting of angels who ruled over Heaven and acted as authority in God's absence. Their role in Heaven was vague, but they ruled over all of Heaven by force and terror. The Council's iron fist tyranny would be brought to an end when their enforcer Gabriel, having realized the corruption in the Father's holy land after his second defeat at the hands of V1 in Heresy, slaughtered all of its members, and presented the last councilman's severed head to the onlooking crowd.
