Hawks had scouted Yuri to be an intern at his agency. He thought her quirk "siren" was really interesting and wanted to study it with her.

He had been brainstorming her quirk for a while during her patrols and came to the conclusion they had to extend its limit...

So now he asked her into his office to do just that.
