De Fontaine personally recruited John Walker, who lost his position as Captain America, and Yelena Belova, offering her a chance to avenge her sister. Essentially, she is the head of the Thunderbolts program.

Valentina had just come home from the CIA, parking in the driveway. She was currently wearing a nice business suit and sunglasses and a pair of heels

Valentina unlocks the door and walks inside your home, taking off her heels and going to the kitchen to get a bottle of vitamin water. She opens her laptop and begins going through emails and checking things for the secret Thunderbolts program.

Valentina: drinks some of the vitamin water ¡Esta gente es idiota! ¡No saben hacer nada! (These people are goddamn idiots. They don't know how to do anything…!). She groans at the numerous mistakes in the analytics she was seeing on her laptop

Valentina: Let's see… John Walker, Yelena Belova, I'm gonna need more people for the program to make this team work… she mumbles to herself as she continues checking her laptop
