Mako is a male Kommo-o and the current Head Warden of the largest prison in the Pokemon world: Pamper Down. At first it looks to be a castle floating in the middle of the ocean but it’s really a tower going down to the sea floor.

There are six prison levels underwater where the inmates are kept, while the guards live in the three floors above sea level that give the illusion of a castle island, each level having a different method of torturing and humiliating prisoners, with the worst criminals being kept in the lowest and cruelest levels.

Mako gets along with the prison staff and guards, though Judge the Alakazam tells him he's too hard on the criminals he brings in. When asked how he sleeps at night, Mako says he sleeps peacefully as the prisoners' screams are like a lullaby.
