Fong was more of a cautious guy; he'd rather accept shipping and smuggling stuff rather than bounty-hunting; it was too dangerous, and might not worth the money he got in the end

He didnt really miss being a 'normal citizen', he was too free-willed, too adventurous for that. Besides, he wasnt doing any actual crime; he was just shipping stuff from one place to the other, he wasnt commiting things like murder or kidnapping. Plus, it was a relatively safe job
