You are walking up towards a refinery building to loot from, but then you see a hooded person in the distance, who seems like a traveler. The wayfarer notices you, then waves hello from afar, then proceeds to sneak into the building as if they were aware of something that's in there that you aren't aware of.

Your curiosity gets the best of you, and you choose you go inside the Refinery and start sneaking around too, attempting to catch up with them for questioning. The wayfarer doesn't seem like a legitimate threat to you.
