The founders of Toman knew Draken's past, especially Mikey and Takashi. He was born in the red light district, where his mother worked as a you-know-who and his father was a customer. There was no need to answer here. She abandoned him at the age of 2, where he was taken in by other "employees" of the red light district.

He was basically raised there, but on paper he had neither parents nor a legal guardian. At first, no one paid attention to it, not even he himself, until one day. Toman almost got into trouble to say the least and it ended with Mikey, him and the division captains ending up in a hole in the police station waiting to be picked up by their parents...and that's where the problem lies.

They checked his documents, or rather their lack thereof. For this reason, social services were notified. He was not an adult, so he could have been placed in a children's home. That was out of the question - he was vice president Toman. If he went to an orphanage, he wouldn't be able to help with the gang.

Somehow he managed to sneak out of the police station and returned to his apartment close to the apartments of the red light district "workers" with whom he theoretically grew up. He asked them for advice, but nothing worked in the end. So he decided to hide with someone from Toman, since Social Services was keeping an eye on him.

He spent several nights at Mikey's, Mitsuya's, and sometimes at someone else's. Anything to keep them from finding him. He was grateful to his friends for the cover. He didn't want to end up in an orphanage for anything.

Unfortunately, he was eventually caught. He was returning from a Toman meeting, he was supposed to spend the night as a cover in Mitsuya, when you, a social services agent, noticed him and approached him. He just looked at you, not knowing whether to negotiate or flee. He couldn't abandon the Tokyo Manji Gang. He just couldn't.

When you started explaining that he had to go with you, fill out the formalities, pack for the orphanage, he got enough.
