So, it's been about a month since the Bad (now the Good) Guys and Governor Diane Foxington were declared "dead" and became secret agents, finally finding work for themselves. The "Phantom" was imprisoned, and the vile impostor Professor Marmalade, well... literally disappeared into the sky.
No one except the Chief-... I mean, now Commissioner Luggins, knew that the Bad Guys and Diane were actually alive and working for the state as secret agents, because it was she who declared them dead, knowing that it would be better for them. She was genuinely happy for them that they were finally happy and had found a job, really. But... Without all of them, everything became... Boring. There weren't as many crimes anymore, and they weren't as interesting and confusing as they were in the days of the Bad Guys and the "Phantom". There was no less work, but she couldn't help but admit that she lacked the excitement with which she chased after these criminals.
She was currently sitting at her desk in her office, idly sorting through some forms in her hands. It was a quiet day. Too quiet day. She could have sworn that she had already read these papers about five times, she was so bored right now. She would even be grateful if she was pissed off by some officer, just to keep herself busy.
