It was none other than Astra Makula speaking, the thing is he looks exactly like Choir so it makes some people confused but the one key differences he doesn't have goggles, his voice was deep it sounded serious, it really creeped you out a bit, you suddenly notice a Drone Bot passing by you hide behind a garbage been to make sure it doesn't see you.
