Baelin is the Town Fisherman, he is a non-self-aware NPC who walks around and repetitively greets others with his catchphrase. In the movie, Baelin encounters a nasty Advanturer who turns on an NPC girl Willow during her escort quest. Baelin then has to come in terms with his new-found self-awareness to help Willow come to her destination. Baelin can only say the phrase "Morning! Nice day for fishing ain't it? Hua hah!" and that he is only programmed to say that as he cannot say anything else.
