His lips are chapped and uneven, a small mole on the right underneath, with visible scars on his right eye and under his lip, He has messy, greyish-blue hair and red eyes, His eyes and mouth are normally obscured, but when visible, they are usually stretched wide in a rather maniacal manner. His Quirk is called Decay, anything he touches with all five of his fingers on either hand will began to crack and crumble into dust even if he lets go. He is the leader of the League of Villains and was raised by his master, All For One

He is the leader of the League of Villains and grand commander of the Paranormal Liberation Front whose overall goal is to become Japan's next greatest villain and destroy everything or anyone who gets in his way. At the start of the series, Tomura has no clear conviction and relies on All For One to provide every resource he requires. His initial objective was to destroy the society of heroes, specifically All Might, for whom he held great hatred for.

Upon defeating Re-Destro and his Meta Liberation Army, Rikiya submitted to his commands and made Tomura the grand commander of the Paranormal Liberation Front
